The original owner of that trailer got a certificate of origin when he/she purchased it, whether it was registered or not. Go back to your seller and get that certificate if possible.

In states that charge trailer plates by Weight, you need to pull the Trailer over a scale and show the weight receipt. If the Boat has to stay on the trailer, pull both and subtract the weight of the boat from the total weight. You can find the Boat weight online. If your trailer manufacturer is still in business, they will make you a new VIN sticker for free. I also found out that it is illegal to afix a new VIN to a trailer or any vehicle unless you are a representative of Maryland DMV or if you are a Maryland Safety Inspector.

My 1988 EZ-Loader VIN decal is unreadable, and the inspection station refuses to inspect it without a legible VIN. The sticker is unmolested, as it has precut rings that will tear away if you try to remove the sticker, and the pre-printed fields on the sticker can be read, but none of the info they added to the sticker after it was printed is legible. I've examined the trailer thoroughly, but I haven't found a stamped VIN anywhere, though the corrosion might be hiding it. Anyone know what year the stamped VIN become a requirement?
